The Westminster Scholarship Program guarantees:

Full tuition is covered for students on the membership roll of a Presbyterian Church (USA) congregation
Housing and Meal plan costs for children of full-time PC (USA) clergy and staff are covered, in addition to full tuition
Eligibility is not based on financial need
